Overview
Starflower Environmental serves as the primary environmental compliance, permitting, and water quality protection consultant for the Darden Clean Energy Project in western Fresno County, California, including the Harlan Switching Station and associated utility infrastructure. The project is subject to exclusive review by the California Energy Commission under AB 205, with limited Fresno County jurisdiction, requiring comprehensive regulatory coordination and rigorous environmental documentation. Starflower prepared and managed the full suite of environmental compliance materials supporting issuance of the project’s Limited Notice to Proceed, including hazardous materials planning (HMBP and SPCC), Stormwater Pollution Prevention Plans (SWPPP), site-wide erosion and sediment control design, fugitive dust and air quality mitigation programs, Valley Fever exposure mitigation planning, emergency fire risk analysis and response planning, noise and lighting compliance documentation, and greenhouse gas emissions management and reporting.
Starflower Environmental coordinates directly with State and County regulatory agencies to support permitting, compliance auditing, and construction-phase environmental management across the approximately 160-acre project site. Ongoing services include stormwater compliance monitoring, water quality protection and reporting, mitigation implementation tracking, and maintenance of defensible administrative records supporting regulatory oversight through anticipated project completion in 2028. This work supports long-term environmental performance, regulatory compliance, and protection of surface water resources within the Cantua Creek watershed.
